PAMSC Design Lecture Series 2.2


Rien Tan Kwon Chong (W Design Associates)

Mr. Rien Tan Kwon Chong is a full time graduate architect and a part-time travel blogger. Rien graduated with honors from UCSI Univesity (bachelor Degree in Architecture) and Universiti Teknologi Malaysia (Master in Architecture ) in year 2013 & 2015. Upon graduating, he has travelled to Osaka, Taipei & New York where he worked with architecture firms to take up challenges on future residences and offices design. Rien is now based in KL focusing on high-rise residential design in W Design Associates. In Year 2016, he emerged as the winner for Asian Young Designer Award, beating 11 other participants from other Asian countries with his thesis project – Eco-learning Market Center at his hometown. His passion towards architectural field and the society were spread through the sharing session he has given in events like Ayda 2016, Pontian Home Coming Series 2017 and UCSI Architectural Graduates Show 2017.

Ar. Tay Buang Chuan (BCTAY Architect)

Ar. Tay obtained his Part 1 at University Malaya and Part 2 at University of Melbourne. After working at Singapore and Kuching for a period of time, he set up BCTAY Architect in year 2012 at his hometown. Ar. Tay have been doing a lot of small scale projects. He refers to his practice as a “micro-practice”. For small scale office, he is very hands on in his practice as he plays multiple roles as designer, architect, draughtman, illustrator, office boy, clerk & etc. Ar. Tay thinks that it’s important to be true to ourself, be happy and be crazy about what we are designing, but at the same time be responsible to what we are doing for our client, surroundings and the community.

Dr. Milinda Prathiraja, Sri-Lanka (RAW – Robust Architecture Workshop)

Dr. Milinda Prathiraja, a Sri-Lanka architect and a senior lecturer at Moratuwa University. His community library at Ambepussa inspired by his University of Melbourne doctorate thesis won the Holchim Global Silver Award for Sustainable Construction in 2015. He spoke about his ideas of a hands-on, collaborative and inter-disciplinary mode of education – something which he puts to practice in his library building. Made from rammed-earth walls and recycled materials, the building slender building with a footprint of 1,400 sq.m. was constructed with the support of the army, teaching young soldiers building techniques and skills through its construction process. And through this process, help to re-integrate ex-soldiers into post-war Sri Lankan community.

This CPD will examine the roles and responsibilities of the Architect under the Housing Development Act (Act 118 Peninsular Malaysia 2007) and the Sarawak Housing Ordinance (1993) and related regulations. It will cover an overview of the two sets of laws in force in West Malaysia and Sarawak and point out the major differences. A brief outline of the certification process under the housing acts and ordinances and the management of quality in relation to this certification is reviewed. Managing common defects and complaint is also considered.
